How are rates determined?

ELECTRIC/POWER

Newport Utilities purchases power from Tennessee Valley Authority (TVA). All customers of TVA, including each of Newport Utilities’ customers, fall into a “Rate Class,” which is based on the type of customer (residential or commercial) and how much energy they consume. The rate of your energy consumption charge is determined by your Rate Class.

Rate Classes:

  • Residential (RES)
  • Commercial:
    • GSA 1
    • GSA 2
    • GSA 3

WATER

Newport Utilities extracts and treats our own water through the use of our Water Treatment Plant and Raw Water Intake Station. Like with electric service, water customers fall into a Rate Class based on the amount of water consumption that is required at their service address. The per-gallon rate charged to your monthly bill is determined by your Rate Class.

  • Residential:
    • WI (Water Inside City)
    • WO (Water Outside City)
  • Commercial:
    • WCI (Commercial Water Inside City)
    • WCO (Commercial Water Outside City)
  • Large Commercial
    • WLI (Large Commercial Inside City)
    • WLO (Large Commercial Outside City)
  • Industrial
    • WINDS (Industrial Water)

WASTEWATER/SEWER

Newport Utilities provides wastewater/sewer treatment to customers located within our sewer limits (view coverage map here). Sewer customers are billed based on their Rate Class and water usage.

What are the charges on my bill?
You will find fees associated with your utility services located under each utility section on your bills (i.e. electric fees under “Electric,” etc.).

Electric:
  • Electric Service Charge: This is your standard customer charge for electric service.
    • Why? Utilities charge a baseline customer fee for the cost of maintaining service. This charge comes to NU for the cost of maintaining facilities, equipment, resources, and any other essential functions that are required to provide service to customers.
  • Energy Charge: This is the cost of the energy you have consumed during the billing period.
    • Why? Customers are charged a rate per kilowatt-hour (kWh), which is determined by their Rate Class, for the cost of the energy they have consumed.
  • TVA Fuel Cost Adjustment (Adj): This is TVA’s cost of the fuel required to generate your energy consumed.
    • Why? Energy is not a renewable resource; it is man-made. TVA has charged this fee since 2007. It is a fee for the cost of “uranium, coal, oil, and natural gas that TVA must purchase to run its nuclear, fossil, combined cycle, and combustion turbine plants to keep the energy flowing affordably and reliably throughout the Tennessee Valley. It is the cost of the raw materials used to generate electricity.”

*Credits: Sometimes a credit is applied to a customer’s bill; this can be for various reasons. If you see a minus sign () next to an amount on your bill, that implies that this amount is credited to your bill and will be subtracted from your total usage and fees subtotal.

Water:
  • Water Service Charge: This is your standard customer charge for water service.
    • Why? Utilities charge a baseline customer fee for the cost of maintaining service. This charge comes to NU for the cost of maintaining facilities, equipment, resources, and any other essential functions that are required to provide service to customers.
  • Water Charge: This is the cost of the water you have consumed during the billing period.
    • Why? Customers are charged a rate per gallon, which is determined by their water Rate Class, for the cost of the water they have consumed.
  • Water Tax: This is the sales tax applied to the cost of your water service.
    • Why? Water sales are eligible for local sales tax in the state of Tennessee.

Wastewater/Sewer:
  • Sewer Service Charge: This is your standard customer charge for wastewater/sewer treatment service.
    • Why? Utilities charge a baseline customer fee for the cost of maintaining service. This charge comes to NU for the cost of maintaining facilities, equipment, resources, and any other essential functions that are required to provide service to customers.
  • Sewer Charge: This is the cost of the wastewater you have displaced during the billing period.
    • Why? Customers are charged a rate per gallon for wastewater, which is determined by their wastewater Rate Class, for the cost of the wastewater they have displaced.

Broadband (NUConnect– Internet/Phone):
  • Monthly Charge for [Plan Name] – [Plan Speed]: This is the collective monthly cost of your fiber internet and/or phone service for the billing period.
    • Why? NUConnect determines the cost of a plan based on the speed of the service you selected, and any additional functionalities requested.
